"The General Theory of Decriminalization in Economic Crimes" is the title of a new book authored by Dr. Muhannad Imad Abdul Sattar Al-Zubaidi, Professor of Criminal Law in the Law Department at Al-Mamoun University College. Published in 2025 by the Arab Center for Studies and Scientific Research in Cairo, Egypt, the book addresses the issue of decriminalization within the scope of economic crimes.

The author delves into the topic of decriminalization within economic crime, where the essence of this theory revolves around the possibility of decriminalizing certain economic activities—both commercial and financial—by permitting some of these acts from a criminal law perspective and reducing the criminalization of other acts. The second section is dedicated to the legal applicability of the decriminalization policy concerning commercial crimes, such as issuing checks without funds, corporate crimes, crimes related to banks and financial institutions, and bankruptcy offenses. It also addresses the potential legal application of decriminalization in financial crimes, specifically customs smuggling and tax evasion.

This book is a significant addition to legal scholarship and represents a scientific achievement in the field of criminal law. It fills a gap in the legal literature, particularly as such valuable works are scarce.
